Key Accountable Activities 05-Mar-10
The Key Accountable Activities schedule details the Authority’s main statutory and semi-statutory duties and acts as a framework to ensure these duties are managed effectively within the Full Authority/Committee structure.  The schedule allows the Authority to annually evidence how all statutory functions are complied with as well as demonstrate the Authority’s commitment to regularly review corporate governance arrangements.

Environmental and Sustainability Strategy (PDF 1864k) 28-Jan-10

Norfolk Police Authority and Norfolk Constabulary are committed to minimising the impact of operations on the environment and preventing pollution in an accountable way by means of a programme of continual improvement, balancing the needs of the environment with operational obligations and available resources.

The attached strategy and policy enables the police authority and force to assess and reduce the environmental impacts that are likely to arise for corporate, service and financial planning from the use of energy, water, assets and materials, and the impacts from the generation of waste and emissions.

Community Engagement is about involving people in decisions that affect them and making sure that people can participate and engage in lots of different ways.  This strategy, and the associated background and guidance, sets out how both the Constabulary and the Police Authority engage with Norfolk's diverse communities to ensure they receive a high quality policing service which takes account of their views and their ongoing needs.

Norfolk Police Authority Single Equality Scheme - Updated January 2010 (PDF 273k) 12-Jan-10

Norfolk Police Authority is committed to ensuring all its communities receive a fair and equitable police service. 

Current equalities legislation in relation to disability, gender and race puts on a statutory basis a positive duty on police authorities to help eliminate discrimination and promote equality of opportunity. In line with the legislative framework, the Authority has published this Single Equality Scheme, setting out how it would work towards, and ultimately meet, the challenges presented by the equalities duties.  

The Scheme has been updated to include progress against the actions as at January 2010.

Latest Iteration of Long Term Estates Strategy 06-Aug-09

Working with the professional estates staff in the Constabulary, the Capital Assets Committee have recently endorsed the 1st major update of the LTES launched back in 2004.  Following the appointment of Ian McPherson as its Chief Constable in December 2006, the Constabulary undertook a significant organisational review of its Estates Strategy. With the abolition of the former three Basic Command Units, the launch of the 52 Safer Neighbourhood Teams, and a smaller number of Response Policing Units, overseen by a single County Delivery Unit, the Authority revamped the guiding principles underlying the former Strategy, and the new Update reflects those changes.  Committee Chair, Lesley Jones, said “This is the next big step forward for the Authority in providing an appropriately modern, and sustainable estate that supports the police and essential support staff in delivering the best policing service for those that live in, work in, and visit Norfolk. I am confident that this will make our buildings fit to take us through the next 5 to 10 years with only modest adjustments along the way.”

Members Allowance Scheme - wef January 2010 (doc 2479k) 04-Jun-09

This schemes outlines the allowances payable to members of the Norfolk Police Authority.  The scheme was amended on the back of the APA National Independent Review commissioned by the APA, which took place in 2008.  The amendments made to the Norfolk Scheme were subsequently endorsed by the two Lay Independent Members of the Ethical Standards Committee.

Scheme of Delegation (PDF 94k) 22-Apr-09

The Scheme of Delegation provides a framework to ensure efficient discharge of business and seeks to identify and clarify those powers which may be exercised by the Authority but, for the benefit of good practice, are delegated to Chief Officers.  In turn, this enables Members of the Authority to concentrate on their statutory functions.

The Scheme of Delegation has recently been subject to a review and this document is the current version.

Norfolk Police Authority - Childrens Act 2004 Responsibilities 2008-2009 (PDF 46k) 04-Aug-08
Police Authorities have a duty under the Children Act 2004 to co-operate with the childrens services authority and to ensure that their own functions have regard to child protection.  Our Children Act 2004 Responsibilities Statement 2008/09 outlines how the Authority meets the objectives of Every Child Matters, the national strategy to implement how provisions of the Act.  This statement is reviewed and refreshed on an annual basis by the Chief Executive and Lead Member for Children.
Code of Corporate Governance (PDF 65k) 12-Jun-08

This Code of Corporate Governance describes how Norfolk Police Authority discharges its responsibilities in this respect, and particularly its two overarching statutory responsibilities:

  • To secure an efficient and effective local police service;
  • To hold to account the Chief Constable for the exercise of his functions and those of persons under his direction and control.

The Code was discussed, and agreed, at the Scrutiny and Audit Committee on 12th June 2008.
