Part A: Audit, Financial Scrutiny and Corporate Governance

To provide proactive and effective leadership on audit and governance issues and champion both audit and the embedding of risk management throughout the Authority and Constabulary.

To agree the annual external audit plan, and to receive and monitor progress of actions arising from individual external audit reports.

To agree and monitor the progress of the annual internal audit plan.

To review annual and quarterly summary internal audit reports, including an opinion on the adequacy and effectiveness of risk management and internal controls throughout the Authority and Constabulary, and any corporately significant issues arising from internal audit and risk management reports, and receive assurance that action has been taken where appropriate.

To receive and review the Annual Management Letter from the Authority's external auditors and make any recommendations prior to its approval by the full Police Authority.

To receive reports on any matters which the Authority's internal or external auditors consider appropriate to bring to the attention of the Committee (which could include those required under Statutory Guidance).

To ensure that there are effective relationships between external and internal audit and that the value of the audit process is promoted.

To consider and agree the appointment of internal audit arrangement for the Authority.

To be assured as to the adequacy of financial and other controls, corporate governance (including an anti-fraud and corruption strategy), financial regulations, contract standing orders and risk management arrangements, and ensure that they are reviewed and revised.

To review the Authority's and Constabulary's Risk Register and the adequacy and effectiveness of action being undertaken, to make any recommendations to the Authority, and review annually the overall risk management arrangements.

To examine and consider the draft Annual Governance Statement, and to make any recommendations to the full Authority in this respect.

To agree and monitor progress against the Efficiency Plan.

To monitor the Authority's Corporate Plan, in conjunction with the full Authority.

Part B: Policing Plans, Performance and Non-Financial Scrutiny

To provide proactive and effective leadership on Value for Money throughout the Authority and Constabulary, and review and recommend action required.

To review and ensure achievement of relevant Police Use of Resources (PURE) and Comprehensive Area Assessment (CAA) requirements

To oversee the production of, and to agree, the 3 year Policing Plan which is refreshed annually

To scrutinise the Constabulary's performance and progress against the following:

  • Policing Plan objectives and performance targets
  • National policing performance indicators; and
  • Other relevant local and national performance indicators

To receive external inspection reports, such as from Her Majesty's Inspector of Constabulary (HMIC), and the management response, and to monitor progress against recommendations.

Part C: General

To receive reports on other internal and external review processes and other scrutiny matters of interest to the Committee and the Authority
