    The Home Office has published a guide to the Police and Crime Commissioner role for those individuals considering standing for election in November 2012.

  3. Policing_Protocol_Order_2011.pdf (PDF) 135kb

    The Policing Protocol Order 2011 sets out how the functions of elected Police and Crime Commissioners (replacing Police Authorities in November 2011) will be exercised in relation to those of Chief Constables, the Home Secretary and Police and Crime Panels (responsible for overseeing the work of the PCC).

  4. Shadow Strategic Policing Requirement.pdf (PDF) 290kb

    The Strategic Policing Requirement provides details of the national threats and associated policing capabilities required to counter those threats as identified by the Home Secretary. Police and Crime Commissioners will be required to have regard to the Strategic Policing Requirement when issuing the Police and Crime Plan for their force area. Chief Constables will be required to have regard to both the Police and Crime Plan and Strategic Policing Requirement in the delivery of policing services to the area, and the PCC will hold their Chief Constable to account for doing so. The Strategic Policing Requirement has been published in 'shadow' form; the current iteration is a non-statutory document, issued in order to inform Policing Plans being developed for 2012/13 covering the period of transition from Police Authority to Police and Crime Commissioner. From November 2012, the Strategic Policing Requirement will become statutory and may be updated annually where necessary.

    This letter, written by the Association of Police Authorities, responds to Home Secretary Theresa May's comments over 'invisible' police authorities during wide-spread rioting.

  6. NPA Legacy Timeline 1995 - 2012.pdf (PDF) 634kb

    The Norfolk Police Authority Legacy Timeline reports on the achievements of the organisation since it was established as an independent body to take over from Norfolk County Council's Police Committee. Stephen Bett, Chairman of the Authority said of the document: "The Government proposals for Police and Crime Commissioners are built upon criticism that police authorities are invisible and ineffective. The success of Norfolk Police Authority should be based on the achievements of Norfolk Constabulary, which have been recognised nationally. I am very proud that Norfolk remains one of the safest counties in the country, and the Authority's Legacy Timeline provides an overview of some of the key moves and decisions made by our Members on behalf of local communities which have helped the county be in a position to receive that accolade."

    The Norfolk Independent Advisory Group's (IAG) Annual Report for 2011 seeks to feed back to communities on the work carried out by the Group as a whole, as well as provide details on the contribution that individual members have made to shaping Norfolk's policing service.

  3. Local Policing Summary 2011

    Each year, police authorities are required by law to publish a Local Policing Summary to report back to communities on the performance of their police force during the previous 12 months. Norfolk Police Authority publishes its Local Policing Summary within the Autumn edition of Norfolk County Council's Your Norfolk magazine. The magazine is being delivered to households in Norfolk during October 2011, and the policing content starts on page 16. The link above provides access to an electronic copy of the Local Policing Summary.

    This Annual Report provides an overview of the work undertaken by Norfolk Police Authority in the 12 months to 31 March 2011. It includes details of how the Authority has steered the strategic direction of policing in Norfolk, driven improvements in the performance of the county's police force, and been a key player in facing significant challenges and preparing for unprecedented change.

    This is the third annual report of the work the Ethical Standards undertakes to promote and maintain high standards of conduct within the Police Authority.

    The annual report on the work of Norfolk Police Authority’s Independent Custody Visiting Scheme has now been published; and provides a valuable opportunity to inform and reassure the local community about how people are treated whilst in police custody.   

  8. Independent Advisory Group publishes Annual Report ahead of AGM

    The Norfolk Independent Advisory Group (IAG) has published its Annual Report for 2010 ahead of its Annual General Meeting being held at Norfolk Constabulary’s Wymondham Headquarters next week. The IAG is a group of local people who have an interest in policing and its effect on their community, sharing their views, knowledge and experience with the police to help them consider how the policing services received by all of Norfolk’s communities might be improved. The AGM, taking place on Thursday 2 December, provides an opportunity for members of the public, representatives of local community groups, and police officers and staff to find out more about the role of the IAG and the involvement the Group has in the work of Norfolk Police Authority and Norfolk Constabulary. The Group’s Annual Report will be presented to attendees of the AGM; the report introduces the IAG’s members, provides a round-up of IAG developments and details the contribution the Group has made to police business during 2010.

  9. Local Policing Summary 2010 - Police Pages.pdf (PDF) 3405kb

    The Authority has joined forces with Norfolk County Council to publish the Local Policing Summary for 2010 in the September edition of its ‘Your Norfolk’ magazine.

    The Local Policing Summary aims to report back to Norfolk’s communities on how well their police force has performed over the last year, as well as providing information about priority objectives set for the next 12 months. The Summary also highlights key Police Authority news, and opportunities to get involved and help shape the policing service received by the people of Norfolk.

  1. Long Term Estates Strategy

    Following the announcement of the government's funding reductions for the police service, implementation of the Long Term Estates Strategy was put on hold in 2010 and only significant estates-related work has been progressed.  This report outlines the work that has been carried out since 2010 and identifies major works which will now proceed, as agreed by the Police Authority, which is to be ratified at their meeting on 22nd September 2011.

  2. Environmental Sustainability Strategy Nov 2009.pdf (PDF) 1864kb

    Norfolk Police Authority and Norfolk Constabulary are committed to minimising the impact of operations on the environment and preventing pollution in an accountable way by means of a programme of continual improvement, balancing the needs of the environment with operational obligations and available resources.

    The attached strategy and policy enables the police authority and force to assess and reduce the environmental impacts that are likely to arise for corporate, service and financial planning from the use of energy, water, assets and materials, and the impacts from the generation of waste and emissions.

  3. Latest Iteration of Long Term Estates Strategy

    Working with the professional estates staff in the Constabulary, the Capital Assets Committee have recently endorsed the 1st major update of the LTES launched back in 2004.  Following the appointment of Ian McPherson as its Chief Constable in December 2006, the Constabulary undertook a significant organisational review of its Estates Strategy. With the abolition of the former three Basic Command Units, the launch of the 52 Safer Neighbourhood Teams, and a smaller number of Response Policing Units, overseen by a single County Delivery Unit, the Authority revamped the guiding principles underlying the former Strategy, and the new Update reflects those changes.  The Committee Chair, said “This is the next big step forward for the Authority in providing an appropriately modern, and sustainable estate that supports the police and essential support staff in delivering the best policing service for those that live in, work in, and visitNorfolk. I am confident that this will make our buildings fit to take us through the next 5 to 10 years with only modest adjustments along the way.”

    Within the Police Authority Equality Scheme, there is a requirement to undertake statistical monitoring regarding the recruitment of staff, officers and volunteers to ensure equality of opportunity.   These statistics cover recruitment in the Financial Year 2011/12.

  8. Norfolk Police Authority's Single Equality Scheme and Action Plan (Updated April 2011)

    The Authority’s Single Equality Scheme was originally implemented in January 2009 as a foundation upon which we could build our approach to meeting legal duties to promote equality and eliminate discrimination. This updated version of the Scheme and Action Plan seeks to incorporate the changes to equality legislation introduced by the Government’s Equality Act 2010, and outline the activities that the Authority proposes to undertake over the coming year to meet its equality duties. Progress against the Action Plan is reported to the Authority’s Performance and Engagement Committee (previously Citizen Focus Committee) on a six-monthly basis. Comment on the Scheme is welcomed from individuals and organisations at any time to inform its ongoing review.

    Police Authorities have a duty under the Children Act 2004 to co-operate with the childrens services authority and to ensure that their own functions have regard to child protection.  Our Children Act 2004 Responsibilities Statement June 2010 outlines how the Authority meets the objectives of Every Child Matters, the national strategy to implement how provisions of the Act.  This statement is reviewed and refreshed on an annual basis by the Chief Executive and Lead Member for Children.

    Norfolk Police Authority is committed to ensuring all its communities receive a fair and equitable police service. 

    Current equalities legislation in relation to disability, gender and race puts on a statutory basis a positive duty on police authorities to help eliminate discrimination and promote equality of opportunity. In line with the legislative framework, the Authority has published this Single Equality Scheme, setting out how it would work towards, and ultimately meet, the challenges presented by the equalities duties.  

    The Scheme has been updated to include progress against the actions as at January 2010.

    This summary is intended to give an overview of the Authority’s spending and financial position for the financial year 2010-11.  The aim is to show the information in a non-technical format.  The format used is different to that used for the statutory accounts which have to be prepared in accordance with national accounting rules, although the figures are consistent in both statements.

  8. Pay and Benefits Summary (30 September 2011)

    This document provides an outline of the principle pay scales and associated entitlements to allowances and benefits.  It can only be a summary of what is a complex mixture of nationally agreed pay scales and benefits and/or the exercise of local discretion.

  9. Statement of Accounts 2010-2011

    The Statement of Accounts were approved at the Full Authority meeting on 22nd September 2011, and are now published following the completion of a formal audit.

    This report summarises the findings from the 2010/11 audit of Norfolk Police Authority's financial statements and assessment of arrangements to secure value for money in use of resources.

  2. Key Accountable Activities

    The Key Accountable Activities schedule details the Authority’s main statutory and semi-statutory duties and acts as a framework to ensure these duties are managed effectively within the Full Authority/Committee structure.  The schedule allows the Authority to annually evidence how all statutory functions are complied with as well as demonstrate the Authority’s commitment to regularly review corporate governance arrangements.

    This Code of Corporate Governance describes how Norfolk Police Authority discharges its responsibilities in this respect, and particularly its two overarching statutory responsibilities:

    • To secure an efficient and effective local police service;
    • To hold to account the Chief Constable for the exercise of his functions and those of persons under his direction and control.

    The Code was updated in May 2010.

    This Corporate Business Plan sets out the Authority's objectives for the period up to May 2012 when, dependent on the enactment of the Police Reform and Social Responsibility Bill currently before Parliament, the Norfolk Police Authority will be replaced by a directly-elected Police and Crime Commissioner.  The Plan was agreed at the Police Authority Meeting on 12th April 2011.

  5. Easy Read Policing Plan Summary 2010-2013

    With the help of Opening Doors, a Norfolk-based charity working with people with learning difficulties, the Police Authority has published an Easy Read version of this year's policing plan for Norfolk.

    The Easy Read Policing Plan combines words and pictures to make the key points of the Plan easier to understand for people with learning difficulties or those who may find it hard to read and understand English.

    The Norfolk Police Authority and Chief Constable have developed this Policing Plan which identifies how policing services will be delivered during 2006-07 and the resources available to do this. It is one of a suite of plans that provide a clear vision and direction for the organisation. It provides detail in relation to how the force spends the budget, allocates its resources and how performance will be measured and judged.
